The role

Reporting to the Director of Regeneration & Sustainable Development you’ll be responsible for placemaking in Harrow and attracting investment to drive economic development.

As the Assistant Director of Regeneration you’ll join a newly-formed and ambitious regeneration team, as well as being an important member of the Place Directorate’s extended management team.

You will be tasked with:

  • Advising elected members on regeneration strategy; being the council’s face of regeneration for residents, businesses and communities; working corporately to lead the council’s regeneration and growth agenda.
  • Ensuring that Harrow’s regeneration strategy both delivers housing and also drives investment and economic development.
  • Leading the Harrow Strategic Development Partnership (HSDP) – the Council’s £600m Joint Venture partnership with Wates Residential which will deliver more than 1,200 new homes and associated infrastructure.
  • Identifying additional sites for development (both through the HSDP and via other delivery mechanisms.)

Candidates

The role

Reporting to the Assistant Director of Regeneration, you’ll be an important member of the wider Place Directorate Extended Management team.

You will be responsible for the council’s commercial position with the Harrow Strategic Development Partnership (HSDP), as well as also advising on other development opportunities. 

The HSDP is a £600m Joint Venture (50/50) partnership with Wates Residential. This ambitious programme will deliver over 1200 new homes and associated infrastructure, and is structured to deliver the Council’s strategic objectives to ensure the value of sites are optimised.

Working closely alongside your Development Finance Business Partner and Regeneration Coordinator, you’ll be tasked with utilising your commercial insight and expertise to ensure that the HSDP (and the Council’s other development projects) achieve best value.

Candidates

This role calls for a development specialist with a track record across cost management, feasibility modelling, cost planning, risk management, procurement management, contract selection advice and account negotiation.

Financial acumen, as well as programme management and communication skills, will be required for success.

This is a critical new role that will entail working closely with senior officers and elected members, will facilitate all regeneration business decisions in Harrow, and will support the delivery of more than 3,000 new homes in the borough.

You will be tasked with:

  • Reviewing the council’s modelling capabilities to ensure that they possess the required expertise and resource to manage the commercial aspects of all development projects.
  • Financial management the council’s HSDP Programme Viability.
  • Financial modelling of the HSDP Programme.
  • Focusing on commercial value as well as unlocking future opportunities.

Candidates

This exciting role calls for a qualified (CCAB / CIMA) finance professional with expertise in development finance modelling. The ability to communicate with a wide range of colleagues and partners on technical issues (e.g. re: project viability) will be required for success.

We are seeking an exceptional senior leader to provide strategic and operational direction to a range of property and maintenance services to the Council owned and managed homes. You will be a key member of the wider Place Directorate management team and display political acumen as well as having expert knowledge of the functional areas within your remit. Reporting to the Director of Housing, you’ll be responsible for resident satisfaction with the council’s housing stock.

Leading teams across Asset Management, Investment Planning, Major Works & Responsive Repairs you’ll be tasked with:

  • Increasing levels of resident satisfaction in repairs and major works.
  • Increasing the number of homes designated decent.
  • Enhancing the asset information that the council holds to inform data-driven investment decisions.
  • Reducing the number of disrepair claims.

Leading teams across highways, travel management, arboriculture, and network management you’ll be responsible for the maintenance and improvement of all the Council’s infrastructure assets.

You will be tasked with:

  • Working strategically (e.g. overseeing the successful introduction of the council’s Transport and EV strategies.)
  • Delivering improvements and initiatives that are political priorities (such as footway resurfacing and pothole repair.)
  • Leading the operational management of the council’s Highways Contract.
  • Reviewing services and operations to identify opportunities for further innovation and the introduction of new technologies.
